What is the relationship between Tory and Darcy Vega?

Tory, born Roxanya, and her twin sister Darcy, born Gwendalina, were born eighteen years before The Awakening to Hail and Melissa Vega, the King and Queen of Solaria. Tory is the older twin, having arrived at the world three minutes and eleven seconds after midnight.

Melissa recognized that her children were in danger before she died, so she sent the twins to the mortal world to grow up as changelings. Melissa grabbed the twins and exchanged them for Darcy and Tory Gomez, mortal twins. Lionel Acrux used Dark Coercion to find out where she and Hail were in the mortal realm just before they died.

Using the information he extracted from Melissa, Lionel tracked down the twins’ changeling family house and set it on fire in an attempt to prevent them from claiming the Throne of Solaria. The twins’ changeling family was slaughtered, but the girls, who were immune to fire thanks to their Order, managed to survive and were discovered among the ashes long after he had left.

The twins were placed in foster care following the fire. They didn’t spend much time in any of the foster homes. Some foster parents claimed they were troublemakers who were difficult to parent, while others claimed they were merely doing it for the money. Tory often believed that because of her challenging personality, she was never embraced by her foster homes. Pete and Darla were their most recent foster placement. Darla left Pete two months before their sixteenth birthday. He was uncaring and harsh. He kicked them out the day before they turned eighteen since he wouldn’t be paid to foster them any longer.

They began renting a small, run-down apartment with no bed and only a pull-out couch. Darcy began buying and selling unwanted stuff from students at her school for a modest profit, while Tory began stealing motorcycles to supplement their income. They barely made enough to get by.
